One that I haven't stuck in here yet is LightZone. It's an open source editor with much the same handling as PS. Registration is now required to get the download links, but it still remains free.

P.S. RAW and NEF are recognised.

Image Magic is one of the web server tools built into most servers which is why web sites can show images at different sizes, for instance. I didn't realise it was stand alone as well.
