Olympus OM-2 Spot/Program metering issue

Hi Folks! I have a question regarding my Olympus OM-2 Spot/Program:
Normally when in auto mode, the meter goes all the way up to 1000/1 when you overexpose and makes a beeping sound, warning that you're overexposing. No matter how much light I shed into the lens, the light meter is still only capable of going until 250/1 and doesn't go any higher than that. (My lens is pointed at a sunny sky at f1.4 and I have 800 ISO film loaded, which is obviously a million stops overexposed, yet my meter still doesn't want to go higher than 1/250)
I already tried changing the batteries but that didn't help.
Any suggestions?

I already tried changing the batteries but that didn't help.
Your OM-2s will only shoot at 1/60 without batteries where the OM-2 just shuts off.

I have 800 ISO film loaded

Did you set the film ASA setting in the dial? OM-2s does not read DX coded film.

Did you set the film ASA setting in the dial? OM-2s does not read DX coded film.
Yes, I have the iso dial set to 640, but it's weird that my camera's light meter still goes up until 1/250 if you look through the viewfinder, normally without batteries the light meter wouldn't work either, and at that point it indeed shoots at a standard 1/60
